Stepparent Adoptions require termination of the biological parents' rights, and someone who is willing to adopt the child. It's actually two separate cases, a termination of rights, and a stepparent adoption. There are several ways in which the Court can terminate the biological parent's rights. One of the most common is requesting termination based on Abandonment.
Abandonment is when the biological parent does not visit or call the child for a period of time (in CA, it's a one year period), or provide any financial support. The Court will schedule a trial on parental rights termination.
